The proposed 365-euro annual ticket for Berlin would burden the public sector enormously. This is the result of an internal extrapolation of the Berliner Verkehrsbetriebe (BVG), which the Berliner Zeitung learned about.

According to the calculations of the national company, the BVG would need an additional subsidy of around 170 million euros per year. The annual payment to the S-Bahn would have to be increased by about one hundred million euros, it said. This alone would result in an additional requirement of 270 million euros for the two largest transport companies in the capital region if the proposal of Berlin’s Mayor Michael Mller (SPD) were implemented. The other companies are not included.

BVG spokeswoman Petra Nelken did not comment on the internal figures. “Whether or not to introduce a 365-euro annual ticket for Berlin is a political decision that our owner, the state of Berlin, has to make”, emphasized Nelken on Sunday. “It is clear from our point of view that he would have to pay for the subsidy requirements that would then arise. Additional tariff concessions must be rewarded like additional offers. “This principle is a prerequisite for keeping the finances of the BVG on a solid footing. So far, it has been said that the implementation of the idea, with which Michael Mller has come to the public’s attention, could increase the annual subsidy requirement by around one hundred million euros. The current estimate of the BVG indicates that this amount is too low.

365 Euro ticket of the BVG: more subscribers?

In Berlin, the number of subscribers, including those who buy annual passes, has risen steadily in recent years. At the BVG and S-Bahn Berlin GmbH, it now adds up to more than 650,000. The increase is expected to continue if the price of the annual pass, which today is between € 728 and € 761 depending on the mode of payment, would fall sharply.

An opinion of the consulting firm Civity, however, raises doubts as to whether halving the annual ticket price would have the desired effects. In Vienna, where the price of the annual pass for the city of 2012 has been reduced from 449 to 365 euros, the positive effects remain within a narrow framework, according to the experts of Civity. Before 2012, the number of passengers increased significantly, because new routes were built and vehicles were purchased. On the other hand, after the introduction of the 365 euro ticket, revenue increased only slightly more than nine percent, which would correspond to the general growth in traffic. The share of local traffic in all journeys made in Vienna has not increased, it went on to say.

Fear: Hardly any positive impact from the BVG’s 365-euro annual ticket

The findings of the Civity report arouse the fear that a 365-euro ticket in Berlin would have little positive effect – despite high costs. According to the latest available figures, the local transport companies operating in Berlin received around 710 million euros from the state in 2016, of which the BVG received almost 420 million euros. The increase in wages and salaries in the BVG won by the Verdi union, which Muller expressly endorsed, is now increasing the financial requirements by a hundred million euros a year.

Compared to the German Press Agency Mller reaffirmed his plan, which could be part of the next dual budget in 2022/23. Citizens demand climate protection, the financial situation would be good. Berlin should use this time window now.
It would be more important to improve the offer in local transport, said the FDP Transport politician Henner Schmidt. “Then customers will also be willing to pay a reasonable price.”
